The franchise began play in 1960 as the Dallas Texans, an expansion team of sorts owned by Lamar Hunt, who had helped establish both the National Football League and the American Football League; they were both preparing to merge at that time but it would be three more years before this would occur. When Dallas was awarded an AFL franchise on January 28, 1960 with Stram hired three weeks later as head coach, it gave him no time to put together his own staff so he retained assistant coaches from his days with Vin Baker’s New York Yankees/Titans franchise from 1958–59, among them Offensive Coordinator Hank Stram, Defensive Backs Coach Tom Fears and Linebackers Coach Louie Kelcher; all three would have significant coaching tenures with him for many years to come—not only with this club but on other teams he would be head coach for as well. Though it is believed that starting Quarterback Jack Kemp had already been signed by Stram before he took over (Kemp told reporters that “Stram recruited me just like he did everyone else”), All-American Halfback Billy Cannon from LSU was drafted 1st overall in April out of sheer desperation because their owner-to-be could not come up with enough cash on short notice after being awarded an AFL franchise; shortly thereafter however when Lamar Hunt came up with enough money to meet Cannon’s financial demands after all and actually having enough left over to buy two additional players for $10,000 each so that every player on their roster would receive a $1,000 raise ($611 more per year than what they had been making before), this became moot when Cannon joined them anyway thereby effectively making him not only their first draft choice but also making him the highest paid player in professional football at that time which angered new AFL commissioner Joe Foss who fined Lamar Hunt $1,000 for overspending on his rookie Halfback (Cannon effectiveness later proved this expenditure worthwhile; following his second season in 1961 where he gained 948 yards rushing along with 575 yards receiving while scoring 11 touchdowns overall while leading them all to an 8–6 record and their first playoff berth ever as he won Rookie of Year honors officially cementing his status as one of their best players ever).
